‘Every employer shall appoint one or more competent persons to assist them in understanding the measures they need to take to comply with the requirements and prohibitions impose upon them by or under the relevant statutory provisions’
This being a legal requirement.
Also as per the Management of Health & Safety Regulations 1999
‘a person shall be regarded as competent where they have sufficient training and experience or knowledge and other qualities to enable them to properly to assist in the undertakings’
